You absolutely can bottom surgery and not be transgender. It's your body, do what you feel is best.

Yes, why not? Undoubtedly, a surgeon somewhere in a weakly regulated part of the world will take your money and do whatever you desire. The question is not whether you are allowed. The real question is if the surgeon is skilled and willing. It is not you who does the work and faces any potential consequences.
There may even be a surgeon in the US who will do the work if they are in one of the few informed consent jurisdictions. If you are not trans yet want bottom surgery, then on the surface, you appear detached from reality and incapable of giving informed consent.
The chances of you or anyone getting this type of work paid for without the medical justification of being trans are essentially zero.
